Fun story: there are people (http://community.livejournal.com/talk_politics/867665.html?thread=65540689#t65540689) who think this is a conspiracy (i.e. not-true).
I don't see a conspiracy here. I find this all too plausible because it's exactly the sort of stupid convoluted shit my government has been known to endulge in from time to time, e.g. Iran-Contra Scandal.
