From a global perspective I'm not seeing the "problem" here. If the US continues it's downward spiral and becomes equal to or even lessor than the rest of the world we will no longer be able be the mean old bully on the block (so to speak) we will be able to even attempt to try and tell everyone else how to live.
The only real downside I see (from a global perspective) is that other countries will have to step up and develop more graduate level educational systems since eventually the disaster that is the American lower education will permeate to the top.

Just think about the numbers for a moment. For simplicity lets say 10,000 doctorates are given out in math and science in a year in the US. Let's also say that all 70% (according to your article) of the out of country students go back to their own country. That is 7000 into a population 5 1/2 billion leaving 3000 for a population of 300 million. Now being as how I was educated in the US and never took higher math, (my college business courses counted for math credits) it seems to me there is still a higher proportion (percentage wise)involved here.

OTOH if worse comes to worst we can always do what "everyone else" does and steal the technology ;-)

Maybe not, but remember even bullies can be sensitive to constant criticism.
Besides, a great many of us are kinda isolationist leaning and would prefer not to be the "go to" country for everything... I mean some of us yearn for a much more pastoral second world country where everyone just leaves us alone
