If this is really his motive, then I'd have to say he's stupid. Believing that by supporting the sending of enriched uranium to Iran would make them not want to obtain the technology of enriching uranium on their own, is another naivistic belief of Bush. And it's known that Iran has no intention to stop developing this technology.
